The seminar was divided into two panels: the opening speech was made by Rodrigo Goñi Reyes, Third Vice-president of the House of Representatives of Uruguay.
In the first panel, moderated by the Chairman of CADAL, Gabriel Salvia, various speakers participated such as the Argentine sociologist Liliana De Riz and the Chilean political expert, Patricio Navia.
The second panel was moderate by Soledad Garcia Muñoz, the Representative in South America of the Inter-American Institute of Human Rights (IIHR) and counted with the presence of the political expert Romero Pérez Antón and the journalist Tomás Linn, both of them Uruguayans.
Liliana De Riz has a sociology degree from the UBA (Honor Diploma) and a doctorate in Sociology, with a special mention (1975), from the School of Higher Studies in Social Sciences of Paris, France.
She is a Consultant Professor at the Faculty of Social Science of the UBA, as well as a Senior Researcher for the CONICET. Liliana was the coordinator and lead author of the Human development reports of Argentina for the years 2002 and 2005.
Expert in Latin-American politics, she studied the electoral systems, the political parties, the public policies and human development. Liliana was the recipient, in 2004, of the award for Excellence in Public Policies impact, delivered by the UNDP and received, as well, the Konex Prize in Political Sciences in 1996. She is an academic advisor of the Center for the Opening and the Development of Latin America (CADAL).
Patricio Navia is an academic advisor of the Center for the Opening and the Development of Latin America (CADAL).
PhD in Political Sciences (New York University). He previously earned a master's degree in the same discipline from the University of Chicago and a Bachelor's degree in Political Science and Sociology at the University of Illinois. He teaches in the master global studies and is associate professor of the Center for Latin American and the Caribbean Studies at New York University. In Chile, he is Professor of Political Science at Instituto de Ciencias Sociales at Universidad Diego Portales. He is the author of several books, including "the Best Seller", "Las Grandes Alamedas. "El Chile Post-Pinochet" (Mondadori, 2004).
Romeo Pérez Antón is an academic advisor of the Center for the Opening and the Development of Latin America (CADAL).He holds a PhD in law and Social Sciences (Universidad de la República, Uruguay). Researcher and Professor in Political Science, specializing in Uruguayan parties, foreign policy and political theory of integrations. Professor at Universidad de la República and Universidad Católica de Uruguay. Professor of graduate school at Universidad de la República and Centro Latinoamericano de Economía Humana (CLAEH). Professor and lecturer at universities of Argentina, Brazil, Chile, United States, Spain, France, Portugal and Belgium. OAS, UNDP and European Union consultant. He chairs the Board of Directors of CLAEH. Among his publications are: "El Proceso de Toma de Decisiones en el Mercosur", "Mercosur: Desafío Político" and "Política Exterior Uruguaya del Siglo XX".
Tomas Linn is a journalist and professor at the Catholic University of Uruguay. He studied in the Escuela Superior de Periodismo (Instituto Grafotécnico) in Buenos Aires. He started his career in El Diario de Montevideo in 1974. He then worked in the radio, television and briefly within the Reuters Agency. Linn was the editorial secretary for the weekly newspapers Opcion and Aqui in the eighties and he also was a columnist for the weekly newspaper Busqueda.
Tomas Linn has a degree in Communication from the Catholic University of Uruguay and was Humphrey Fellow in the University of Maryland from 1995 to 1996.
He is the author of six books: three of them address journalistic themes “De Buena Fuente” (1989) , “Pasión, Rigor y Libertad” (1999) and "¿Una Especie en Extinción?" (2012) while the three others tend to deal with current political affairs “Los Temas sobre la Mesa” (1994), “Los Nabos de Siempre” (2004) and “Así concebidas: Nuestras democracias imperfectas” (2008).
He is currently a columnist for the newspaper El Pais of Montevideo and is frequently contributing to the argentine newspaper, La Nacion.
