Daniel Sabsay commented on two chapters of the book «Challenges for the strengthening of democracy in Argentina»

In the series of meetings of Foro Latinoamericano Buenos Aires two chapters of the book, published by CADAL and Konrad Adenauer Foundation were presented. The meeting was moderated by Sebastian Zirpolo, news director of Bastion Digital and included the participation of authors Nestor Losa and Diego Armesto.

The first presentation was made by Diego Armesto who referred to the issue of the independence of the legislative and judicial powers. In his presentation he referred to the Judicial Council and its recent reforms; the judicialisation of politics and politicization of justice; the decrees of necessity and urgency; and the low level of treatment of important laws.

Diego Hernan Armesto studied Law (Universidad del Salvador). He teaches Undergraduates and Postgraduates courses (University of Buenos Aires). He is political officer in the Chamber of Deputies (UCR Block). Former Advisor to the Senate of the Nation and secretary deputy of the Commission of General Legislation Senate of the Province of Buenos Aires. Member of the Argentina Association of Constitutional Law. Advisor to the Constitutional Convention in the provinces of Neuquen and Corrientes.

After that, Nestor Losa presented his chapter on control bodies and their respective efficiency. Losa pointed out the large number of control agencies but their low level of "productivity" in the sense that the "control" they do is very low. He also mentioned the situation of the Auditor General's Office and outlined the various points that in his believe the next government should reform in order to bring some regulations to the Argentine democratic institutions.

Nestor Osvaldo Losa studied Law (UBA) and holds a PhD in Law and Social Sciences (UBA). Professor of Constitutional Law and Constitutional Litigation (UBA), constitutional law and federalism in distance graduate at the Catholic University of Salta, and Provincial and Municipal Public Law at the Law School of the State of the Treasury Solicitor's Office. Author of eight books of public law and more than 25 collective works. Former Judge of the 1st. Trial and the Appeals Chamber of the city of Buenos Aires. Expert of CONEAU and INAP.

Dr. Daniel Sabsay made a comment on these two chapters and considered that "this book is a kind of agenda for the next government". He also noted the importance of the separation of powers for the proper functioning of the Republic.

Daniel Sabsay studied Law (UBA) with a postgraduate degree at the Faculty of Law of the University of Paris II, France, institution of studies in which he served as a teacher. Professor of Constitutional Law at the Faculty of Law of the University of Buenos Aires. Director of the School of Graduate Special Constitutional Law (UBA). Chairman of the Environment and Natural Resources Foundation (FARN). Vice president of the Argentina Association of Constitutional Law. Consultant to international organizations. He has written books and numerous papers on his areas of expertise that have been published in the country and abroad. He has been decorated by the French government twice.
