The Refusal to Forget

To mark the International Day of the Victims of Enforced Disappearances, the French Embassy and CADAL presented the Spanish translation of the proceedings of the Colloquium on Enforced Disappearances held in Paris on 31 January and 1 February 1981.

The book presentation was moderated by Juliette Dumont, director of the Franco-Argentine Centre for Advanced Studies in Social Sciences at the University of Buenos Aires. Speakers included Mónica Zwaig, a lawyer specialising in human rights; Horacio Ravenna, former vice-chair of the UN Committee on Enforced Disappearances, lawyer and human rights activist; and Hugo Quiroga, a lawyer and political scientist who attended the 1981 Paris Colloquium.

La negación del olvido

Opening the event, Tomás Napolitano, Chargé d’Affaires at the French Embassy in Argentina, said: “This publication is of considerable importance to us. It helps keep an essential collective memory alive by making a valuable record of international mobilisation against the crimes committed during the last military dictatorship accessible to a wider audience.” CADAL’s Director General, Gabriel C. Salvia, recalled: “One of the book’s French authors stated at the 1981 colloquium that the country of the 1789 Declaration of the Rights of Man and of the Citizen cannot remain indifferent to situations in which human rights are violated. I would say that the country of Nunca Más (Never Again) cannot remain indifferent to situations in which the exercise of human rights is criminalised either. That is why practising international democratic solidarity is the best tribute we can pay to the 1981 Paris Colloquium.”

The Spanish edition of the book “The Refusal to Forget: The Policy of Enforced Disappearance. Paris Colloquium, January–February 1981” includes a foreword by three members of the Group of Argentine Lawyers Exiled in France (GAAEF): Lucio Garzón Maceda (1930–2026), Norberto Consani and Hugo Quiroga.
