On Friday, August 22, 2008, Angel Soto presented the book "Las Frágiles Democracias Latinoamericanas" (Fragile Latin American Democracies) at the Auditorium of Universidad Peruana de Ciencias Aplicadas (UPC) in Lima, Peru.

The presentation of the book was also in charge of Eneas Biglione, author of one of the articles in the book, and the comments were done by Daniel Cordoba, Dean of Economics College at UPC and de José Luis Sardón, professor at the same university.
