He analyzed the UN member states in the council since its inception in 2006 in order to find out whether authoritarian regimes have a significant influence in the council.
Matthias used the annual report "Freedom in the World" from Freedom House which evaluates civil liberties and political rights in each country and categorizes them accordingly into three groups: Free, Partially Free and Not Free. With the data published by Freedom House, he analyzed the composition of the UN, the Human Rights Council and its predecessor organization, the Human Rights Commission. Furthermore, he looked into the election process discovering that states hardly face electoral competition when campaigning for a seat at the council.
